It is intended for anybody who has at least some basic programming skills. The tutorials are designed for beginners as well as professionals. The app uses the QISKit SDK and simulator (https://github.com/QISKit/qiskit-sdk-py) licensed under Apache 2.0. Coding is done in Python 3.5.
